Rules for Public Comment

Public Comment Rules

  • Time Limits: Up to 30 minutes total per meeting; each speaker gets 3 minutes.
  • Flexibility: The Presiding Officer [Mayor]  may allow more time at their discretion.
  • Topics: Anyone may speak on ANY MATTERPublic Hearings for Ordinances or other items being individually considered will have their own public comment portions.
  • One Chance: Each person may speak once per category of business.

How to Address the Council

  • Come up to the microphone when Public Comment is opened by the Presiding Officer—please wait to be recognized before speaking.
  • Begin by stating your name and address clearly for the record.
  • Address comments to the Presiding Officer only, not to individual Council Members.
  • Council Members may only respond or ask questions through the Presiding Officer.
  • Use proper titles when addressing officials:
    • Council Members and employees: Mr./Mrs./Ms./Miss/Dr. [Last Name]
    • Mayor: Mayor or Mayor [Last Name]
    • Uniformed personnel: by rank (e.g., Chief, Captain).

Decorum

  • Respectful conduct is required.
  • Personal attacks, slander, or disruptive behavior are not allowed.
  • The Presiding Officer may remove anyone who violates these rules.
