Scotch Plains Township Council Promotes from Within for Next Township Manager
Following an extensive search, with more than 30 qualified applicants, the Township Council unanimously decided to promote from within, selecting the long-time Deputy Manager to become the Township Manager.
Margaret Heisey is now the first woman to hold the position of Township Manager, replacing Al Mirabella who retired at the beginning of the month after more than a decade of service. All municipal staff will now work under Heisey, who oversees all day-to-day affairs at town hall and reports directly to the Mayor and Township Council.
“Margaret has proven leadership as our Deputy Township Manager, effectively working with the Township Council, department directors, and community partners to strengthen operations and enhance services for our residents,” Mayor Josh Losardo said. “Her deep institutional knowledge, steady leadership, and unwavering commitment to public service make her exceptionally well-prepared to assume this important role.”
Throughout her career in Scotch Plains, Heisey has:
- Secured and managed more than $5 million in grants that funded projects with lasting community impact.
- Led major redevelopment efforts, including upgrades to the library and emergency services facilities, while advancing affordable housing and environmental initiatives.
- Oversaw municipal and capital budgets with a focus on fiscal responsibility and operational efficiency.
- Improved communications with residents through expanded media and constituent outreach, an updated township website and Scotch Plains Messenger, and stronger social media engagement.
- Built strong partnerships with local businesses, nonprofits, and community groups to support events, beautification, and shared services.
Heisey said her leadership style emphasizes collaboration, transparency, and accountability.
“I am committed to building strong relationships with staff, elected officials, and residents, ensuring that every decision aligns with our township's values and the needs of our community,” Heisey said. “I believe my institutional knowledge, proven management experience, and passion for serving Scotch Plains uniquely position me to guide the organization effectively into the future.”
Prior to joining Scotch Plains in 2015, Heisey was a program coordinator for seven years for Union County, working in the Department of Parks and Recreation. Among her many accomplishments was developing inclusive recreation programs for people with disabilities, including a sensory-friendly theater series. She also established key partnership with community groups and the Special Olympics to expand program reach.
Previous, she was an elementary school teacher for six years. Heisey, a state-approved Qualified Purchasing Agent, earned undergraduate and graduate degrees from Fordham University.
